I’ve created a new “News Topic” using the “Topics Manager” and added an article but the article is not showing up in the “Recent News” block.

Make sure the article is approved. But most likely the new topic has not been included for display in the “Recent News” block. Must have administration privleges to “Blocks” make changes.
